1. Opening speech, made by H.E Tun Lean and Mr. Morcos, French Embassy
The opening speech was given by H.E Tun Lea, General Director of Energy, MIME. It mainly focused on thanking to all donors who supported financially the project helping the Ministry develop and make rural electrification planning in kampong Cham province, by using GEOSIM (Geographical Information System (GIS)).

2. Presentation of project activities and steps of implementation, by Cyril Perret
Cyril Perret mainly presented GEOSIM functionalities (methodology) consisting different modules and steps of implementation of the project. Presentation of activities completed was also done, accompanying with its detailed explanation and results achieved.

To comment on the presentation, Mr. Chareun Inthavy as the Ministry of Energy and Mines of Loa PDR, seriously expressed on importance of carrying out the project for both countries – Cambodia and Loa PDR. Currently, the project implemented to support electrification planning in one province of each country, and hopes to get extension support either from their Government or other donors to expend the project in remaining provinces of the country

3. Presentation of Results of GEOSIM simulation, case studies

The presentation that was given by Mrs. Anjali Shanker focused on the results of the case studies. This presentation consists of every process undertaken to reach finally appreciate result of the simulation – from selection of Development Poles, analysis of existing status of electrification, load forecast, supply options, results and cost of investment needed.

- Selection of development poles: there are 90 DP selected for Kampong Cham province and 150 DP for Kammuane province. These DPs are selected based on high socio-economical aspects which come from scoring on 3 main domains – Health, Education and Local economy. Details of how to be scored for each domain were also shown during the presentation.
- Analysis of existing status of electrification: in Kampong Cham, <20% of population in the whole province have access to electricity supply while around 80% of them do in Kammuane province.
- Load forecast: 3 main scenarios were presented – high scenario, medium scenario and low scenario. It consists of an electricity consumption (kWh) estimated per each category of household, based on which estimation of energy load in every district within the province were also illustrated.
- Supply options: it consists mainly different types of energy supply options to be considered for applying in the grid and off-grid areas, based on the spirit of MDG set by Ministry (by 2020: 100% of population in rural areas should have electricity supply). Two main types of supply options were considered – Grid extension within 5km buffer and possible decentralised electricity supply options.
- Result and cost of investment: for any types of supply options considered, the results as well as cost of estimated investment were presented. In Cambodia, it is necessary to invest around 134 Millions Dollars in order to reach the MRD in Kampong Cham province.
